GIMP - "GNU Image Manipulation Program". It is a freely distributed piece of software suitable for such tasks as photo retouching, image composition and image authoring.
CinePaint - ("Film Gimp") is a free open source painting and image retouching program designed to work best with 35mm film and other high resolution high dynamic range images.
GIMP Plug-In Registry - is a repository of optional extensions for the GIMP.
scrot - is a commandline screen capture util like "import", but using imlib2.
ImageMagick - is a robust collection of tools and libraries offered under a usage license to read, write, and manipulate an image in many image formats (over 87 major formats). With ImageMagick you can create images dynamically, making it suitable for Web applications.
Inkscape - is an Open Source vector graphics editor, with capabilities similar to Illustrator, Freehand, CorelDraw, or Xara X using the W3C standard Scalable Vector Graphics (SVG) file format. Supported SVG features include shapes, paths, text, markers, clones, alpha blending, transforms, gradients, patterns, and grouping. Inkscape also supports Creative Commons meta-data, node editing, layers, complex path operations, bitmap tracing, text-on-path, flowed text, direct XML editing, and more. It imports formats such as JPEG, PNG, TIFF, and others and exports PNG as well as multiple vector-based formats. Inkscape's main goal is to create a powerful and convenient drawing tool fully compliant with XML, SVG, and CSS standards.
Skencil - is a Free Software interactive vector drawing appliction. Known to run on GNU/Linux and other UNIX- compatible systems, it is a flexible and powerful tool for illustrations, diagrams and other purposes.
Sodipodi - is a vector-based drawing program, like Corel Draw or Adobe Illustrator from the proprietary software world, and Sketch or Kontour from the free software world. It is free software, distributed under the terms of the GPL v2.
Netpbm - is a toolkit for manipulation of graphic images, including conversion of images between a variety of different formats.
KolourPaint - is an free, easy-to-use paint program for KDE. It aims to be conceptually simple to understand; providing a level of functionality targeted towards the average user.

QtVu - QtVu, pronounced CuteView, is an image viewer for the X Windows system. It is inspired by ACD System's excellent ACDSee. QtVu is free software distributed under GPL.
mvComicsMaker - (mvCM) is a free graphics editor for creating bitmap and vector animations. It's created using QT under the Linux for Intel. mvCM allows you to use bitmap together with vector graphics. You can also combine indexed pictures with true color pictures.
